Ordinance 2010-010 <br />d. The park shall include a community gathering space such as a <br />plaza, courtyard, band shell, or other similar amenity. <br />e. At least twenty-five (25%) percent of the perimeter of the <br />water feature shall have a maintained shoreline that compliments <br />or is connected to the community gathering space. A maintained <br />shoreline may include manicured vegetation and/or an improved <br />surface. The remaining shoreline may include a natural vegetative <br />buffer and/or other natural materials. <br />2. The plan shall include at least four (4) additional parks of at least <br />two acres in size. <br />3. The parks shall be integrated into the development and connected <br />with trails and sidewalks. <br />4. Stormwater requirements, such as ponding and infiltration areas, <br />shall not count toward the park, recreation, pathway, and open space <br />needs, unless, at the sole discretion of the City, the area is incorporated <br />as a design feature of the park or open space and is available for public <br />use. The developer shall remain responsible for maintaining <br />stormwater facilities. <br />5. The parks shall provide amenities such as, but not limited to, <br />picnic shelters, play structures, benches, walking/bike paths, ball <br />fields, tennis courts, and basketball courts as approved by the City. <br />b. The plan shall dedicate land to complete a one hundred and fifty <br />(150) foot wide Ramsey County South Regional Trail corridor along <br />the eastern property line in any location where the trail corridor width <br />is less than one hundred and fifty (150) feet. <br />C. Dedication to the Public. The City reserves the right to require all or a <br />portion of the park, recreation, pathway, and open space system to be <br />dedicated to the public. The City may require all or a portion of the <br />system to be privately managed and maintained by a business <br />improvement district, homeowners association, or other similar <br />organization as approved by the City, provided that the system remains <br />open to the general public. <br />D. Environmental Remediation. Prior to the City accepting any dedicated <br />land for park and open space uses, the applicant shall complete the <br />environmental remediation to levels acceptable for recreational uses as <br />regulated by the Minnesota Pollution Control Agency (MPCA).
