To require strict development standards and building materials to create a <br /> high quality civic environment. <br /> E. To preserve, protect, and enhance existing development adjacent to the <br /> district. <br /> F. To promote compact, unified development that takes advantage of the <br /> proximity to the adjacent open space areas and regional transportation <br /> facilities. <br /> G. To minimize the effects of traffic congestion. <br /> H. To allow development that will insure reasonable traffic operation on the <br /> internal and surrounding transportation systems including Lexington, <br /> Hamline, and Highway 96. <br /> 1.
