The applicant is requesting feedback regarding the two development concepts, and clear <br /> direction on which concept plan the Council prefers. Based on this feedback they will prepare a <br /> formal application to the City. With either option, a review from the Planning Commission, a <br /> Public Hearing, and approval from the City Council would be required. <br /> Comprehensive Plan Amendment Process <br /> When there is a conflict between a city's comprehensive plan and a zoning code,the city is <br /> required to amend the zoning code to comply with the comprehensive plan, unless the city <br /> approves an amendment to the comprehensive plan. All comprehensive plan amendments must <br /> also be approved by the Metropolitan Council. Staff has been in communication with the City's <br /> Sector Representative at the Metropolitan Council regarding this property. The Sector <br /> Representative has indicated that the Metropolitan Council could be supportive of a <br /> Comprehensive Plan Amendment that would allow the City to reduce the minimum density <br /> required on property guided for Low Density Residential given the higher density that is <br /> anticipated on the TCAAP property. — <br /> The Metropolitan Council defines net density as follows: "The number of dwelling units per acre <br /> of land when the acreage involved includes only the land devoted to residential uses and <br /> excludes such areas arterial streets right of ways, wetlands, and water features, and other publicly <br /> dedicated improvements such as parks. Net density is expressed as dwelling units per net acre." <br /> This definition means that local roadways and storm water ponds cannot be excluded from the <br /> calculation of net density, which results in net density being greater than gross density. <br /> If the City Council directs Staff to proceed with the lower density development option and <br /> Comprehensive Plan Amendment, a new land use designation would be created for Very Low <br /> Density Residential that would allow a net density of 1.5 to three units per acre. This new land <br /> use category would be applied to this former Reiling Estate property. In the future other vacant <br /> land could be reguided to Very Low Density Residential as appropriate if needed. <br /> Preliminary Review Timeline <br /> Based on comments from the City Council, Staff plans to bring the concept review to the <br /> Planning Commission at their February 9 meeting. In addition, a community meeting has been <br /> scheduled by the applicant for the evening of February 8 in the Marsden Conference room at the <br /> Ramsey County Public Works Facility. In addition to all residents within 500 feet of the subject <br /> property,the developer also intends to invite the City Council and Planning Commission. <br /> If the applicants decide to move forward with a formal review application, they have indicated <br /> that they would like to submit a completed application in time for the March 9, 2011, Planning <br /> Commission meeting.
