� <br />�` EN HILLS <br />MEMORANDUM <br />DATE: 7anuary 31, 2011 <br />TO: Honorabie Mayor and City Caunczlmembers <br />Patrick Klaers, City Administrator <br />FR4M: Terry Maurer, Public Works Director /� <br />SUBJECT: Metropolitan Council Environmental Services Municipal �nflow <br />and Ynfiltration Grant Application <br />Background <br />Metro Cities (Association of Meiropolitan Municipalities) championed the incIusion of a$3 <br />million grant prograzn in the 2010 bonding bill far the purpose of providing grants to <br />municipalities for capitai improvements to public infrastructure to reduce the amount of <br />inflow and infiltration (I & I) to the Metropolitan Council Environtx►ental Services' (MCES) <br />metropolitan sanitary sewer disposal s�stem. This action was successful and $3 million was <br />appraved in the bill. In December the City Council adopted Resolutian 2010-069, <br />Supporting the Application for Metropolitan Council Environmental Servzces Municipal <br />Tn�i�ti-atio�/Inflow Grant Program, which was submitted along with the City's grant <br />applicatior�. As tihe City Cour�cil requested, the grant application included additional eIigible <br />work beyand the planned 2011 CIP in an effort to maxiznize the grant amount. �n earIy <br />January, staff was notified by MCES s#aff that our preliminary allocation, based on our <br />app�ication, is $182,090. <br />FinancialIm lications <br />The grant application indicates that Arden Hills is planning an lining a series of sewer lines <br />ranging in size from S" to 15" in diameter, togetner rn�ith rehabilitatian of a number of <br />manholes. The grant application also claimed credit for some of the sewer lining that was <br />campleted in the 2010 project as permitted by the grant rules. Attached is the 3nap showing <br />the areas of proposed or completed work that was submitted with the grant application. The <br />grant application rules indicate that 25% of the sewer lining cast and 50% of the n�anhole <br />rehabilitation cost can be funded by the grant. The remaining construction and overhead <br />costs are the City's responsibility. <br />Attached is a spreadsheet prepared by Kris Giga that shows that if the City accepts the entire <br />grant alIocation, the City's financial responsibiIity is approxi�nately $407,000 of construction <br />cost plus overhead.
