EN HILLS <br /> MEMORANDUM <br /> DATE: October 11, 2010 <br /> TO: Honorable Mayor and City Council <br /> Patrick Klaers, City Administrator <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: TCAAP Reuse and Public Sale Update <br /> General Service Administration GSA Update <br /> Mr. Legare has stated that the Army, together with the EPA and the MPCA, have agreed on the <br /> land use controls that will be placed on the property until the clean up is complete. The land use <br /> control remediation document (LUCRD) is being writing in to the IFB as part of the special <br /> terms. According to Mr. Legare, the LUCRD was the last item that needed to be worked out in <br /> order to complete the IFB. Once he has completed drafting the land use restrictions into the IFB <br /> he has stated that he will send the draft to the City for review and comment. <br /> Mr. Legare has stated that the Army is still considering a sealed bid, versus an online auction, <br /> and that this would take place approximately 60 days after the release of the IFB. <br /> On Wednesday, October 6, Staff had a conference call with Bill Harper, Chief of Staff for <br /> Congresswoman McCollum. Staff provided Mr. Harper with an update of available information <br /> pertaining to TCAAP, including the City's concerns regarding the Metropolitan Council's Draft <br /> 2030 Transportation Plan. A copy of the City's July 7, 2010, letter, and the GSA's August 18, <br /> 2010, response was sent to Mr. Harper upon his request. Mr. Harper indicated his desire to <br /> remain in the loop on this issue, and his interest in assisting the City as needed. <br /> Ramsey County Park and Open Space Requests <br /> The Ramsey County Board of Commissioners approved the licensing agreement between the <br /> County and the Army at their October S 'meeting.
