ARDEN HILLS CITY COUNCIL—March 31, 2008 7 <br /> City Engineer Bloom stated that is why she is presenting the report at this time to the Council as <br /> they are hoping to get the meters installed before the wet or rainy season starts so that they can <br /> gather better data. <br /> Councilmember Grant asked if sump pumps were being looked at as well. <br /> Public Works Director Gregory Hoag stated they will be looking at these when they do the <br /> water meter battery replacements so that they will only have to enter a house once. <br /> Mayor Harpstead stated that the sump pump only needed to be disconnected from the sanitary <br /> sewer system but they could go out into the ground water. <br /> Councilmember McClung asked if it was possible to quantify how much the City had exceeded <br /> their allowable flow and how much of a difference the improvements have made. <br /> City Engineer Bloom directed Councilmember McClung to page 4 of 12 of the report for these <br /> numbers. <br /> MOTION: Mayor Harpstead moved and Councilmember Holden seconded a <br /> motion to accept the Presentation of Inflow and Infiltration (lil) Final <br /> Draft Report with specific action items to be brought to the City in the <br /> future. The motion carried unanimously (4-0)_ <br /> D. Consider Approving TH10 & CR96 Position Paper and Resolution. <br /> Stacie Kvilvang of Ehlers & Associates stated that the position papers were the final draft based <br /> on the last meetings and worksession. Upon consideration and approval of this document, City <br /> Staff and its transportation consultant, Bolten and Menk, will work with Ramsey County, <br /> MnDOT and SEH to coordinate preparing and gathering the data and information the Council <br /> will need to make decisions to progress the process forward to a final conceptual design. <br /> Councilmember McClung stated that because of the magnitude of this project, he would like to <br /> have it specifically stated something to the effect that this document does not imply municipal <br /> consent. <br /> Ms. Kvilvang stated that this document does not imply municipal consent and would not be seen <br /> as such but if the Council wished to add this language it could be done. <br /> Mayor Harpstead asked if making a statement such as this would hamper the City's ability to <br /> ask for funds in the future. <br /> Ms. Kvilvang stated that it would not be seen as the City withholding municipal consent but <br /> rather not grant municipal consent at this time. <br />
