ARDEN HILLS CITY COUNCIL--March 31, 2008 9 <br /> with TCAAP. The support to be provided will include review of technical documents, proposed <br /> concepts, responses to the Interstate 694, Highway 10 and County Road 96 Preliminary Paper <br /> provided by Ramsey County and/or MnDOT. The consultant will be available to attend City <br /> Council meetings and work sessions as needed. The contract will be on an hourly basis based on <br /> actual hours spent providing support. Staff is recommending Bolton & Menk as they have <br /> assisted the City with the review of the 1-694 EA, and is already familiar with this project. <br /> Mayor Harpstead asked if this is a budgeted item and if it would be prudent to put a cap on the <br /> amount being requested with the stipulation that Staff request additional funding if needed. <br /> Councilmember Holden agreed with placing a cap on the amount that the City will be exposed <br /> to. <br /> City Engineer Bloom stated that a cap would be acceptable and suggested a cap between <br /> $25,000 and $30,000 as a starting point. <br /> Finance Director Iverson stated that this item would fall under the PDA and would be <br /> reimbursable. <br /> Councilmember Holden stated that there should be a more specific scope for Bolton & Menk <br /> because the City may not need them to look at everything. <br /> City Engineer Bloom stated that Staff understood the Council was looking for an independent <br /> voice and an independent set of eyes to review what Ramsey County and MnDOT brought <br /> forward with the expertise in transportation. She stated that it may be difficult to write a scope <br /> that encompassed everything so it was written as an as needed basis contract. <br /> Councilmember Holden asked when the I694 project would come before the Council for <br /> review. <br /> City Engineer Bloom stated that it is expected later this fall and that the EA has already been <br /> reviewed. <br /> Councilmember Holden stated that the biggest areas of concern at this time are the Highway 10 <br /> and County Road 96 projects and that the City was not ready to review the 1-694 project. <br /> Mayor Harpstead stated that it could be stated that the scope could be specific for the Highway <br /> 10 and County Road 96 projects at this time. Be also questioned if the noise mitigation and <br /> impacts would be addressed under these projects. <br /> Councilmember Holden stated that the noise mitigation south of 10 and 96 was being addressed <br /> under the I-694 project. <br /> Mayor Harpstead stated that the documents presented are specific to the Highway 10 and <br /> County Road 96 project. <br />
