� <br />EN HILLS <br />MEMORANDUM <br />DATE: Dece�nber 6, 2010 <br />TQ: Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />FROM: Krisiine Giga, Civil Engineer !'1� <br />SUBJECT: MetropoIitan Council Enviranmental Services Municipal ��flow and <br />In�ltration Grant Application <br />Back�round <br />Metro Cities (Association of Metrapolitan Municipalities) championec! the inclusion of a <br />$3 million grant program in the 2010 bonding bill for the purpose of providing grants to <br />municipa�ities for capital improvements to public infrastructure to reduce the arrto�nt of <br />inflow and infiltration {III) to the Metropolitan Council Environmental Service's (MCES) <br />metropolitan sanitary sewer disposal system. This actian was successful and $3 million <br />was appraved in the bi1L Ta be eligible for a grant, a city must be identified by the MCES <br />as a contributor of excessi�e inflow and infltration. Arden Hills is eligibl� for this grant. <br />Grants from this appropriation are for up to 50 percent of the cost to mitigate in£low and <br />infiltratian in tHe publicly owned municipal wastewater collection systems. The council <br />must award grants based on applications iram eligible cities that identify eligible capital <br />costs and include a timeline for inflow and infiltration rr�itigation construction, pursuant <br />to guidelines established by the council. <br />The proposed schedule for the grant process the MCES has a�tlined is as follows: <br />Grant proposals due Deceinber 15, 2010 <br />Met Council notifies cities of their assigned <br />preliminary rninimum allocation Janua�y 5, 2013 <br />Cities' withdrawal opportunity Through January 20, 2d11 <br />Final reimbursement allocation determinatian, <br />grant agreement distributed February 28, 2011 <br />Signed grant agreements due March 31, 2011 <br />Financial Im plications <br />The initial infrastructure grant is $50,000. �nce the MCE� reviews the applications, the <br />remainder af the $3 million will be allocated to all comrnuniiies, in which case Arden <br />Hills may receive additional grant monies over the initial $50,000. Staff as preparing <br />projects to be completed in 2011, which include sanitary sewer Iining and manhole <br />rehabilitation and repair. The estimated cost for these projects is $200,000.
