Patrick Klaers
From: Stacie Kvilvang [skvilva rig @ehlers-inc.com]
Sent: Thursday, December 09, 2010 11:09 AM
To: Patrick Klaers
Subject: County Road Costs for your Admin Update
Attachments: image001.jpg
Pursuant to the TIF statute, the county may require a city to pay all or a portion of the cost of county road
improvements out of TIF, if the following conditions occur:
1. The proposed development will, in the judgment of the county, substantially increase the use of county roads
requiring construction of road improvements or other
road costs; and
2. The road improvements or other road costs are not scheduled for construction within five years under the
county capital improvement plan, and in the opinion of the county, would not reasonably be expected to be
needed within the reasonably foreseeable future if the TIF plan were not implemented
When we discussed the project,we did not see that the project would impact the use of county roads since the
redevelopment contemplated was replacing unit for unit(only adding an additional 14 units which isn't substantial). in
addition, the only impact is to County Road D which the developer is already paying for.
Technically, the county has until December 27`"to make a request to the City, but as stated above it is unlikely because
they would have a hard time making a case that the redevelopment is causing significant impacts to the county roads.
Stacie Kvilvang
Ehlers
3060 Centre Pointe Drive
Roseville, MN 55113
Direct 651-697-8506
Fax 651-697-8555
www.ehiers-inc.com
EHLE S
LEADERS IN PGlBLIG Firm u
This e-mail and any attachments may contain information which is
privileged or confidential.
