ARDEN HILLS CITY COUNCIL--January 10, 2011 2 <br /> 2. Public Inquiries/Informational (continued) <br /> Mr. Ned Moore, 3500 38d`Avenue South, Minneapolis, read a tribute to Chris Lustig who had <br /> passed away. <br /> Mr. Chuck Mertensotto, 3473 Lake Johanna Blvd, Arden Hills, remembered Chris Lustig and <br /> the work she did for the residents of Arden Manor. He suggested a tree be planted in the Arden <br /> Manor Community in her honor and asked the City to consider contributing to this. <br /> Mr. Gary Babcock, 1913 Todd Court,Arden Hills, remembered Chris Lustig and her <br /> contributions to Arden Manor. <br /> Mayor Grant remembered Chris Lustig and her contributions and commitment to the residents of <br /> Arden Manor and Arden Hills. <br /> Councilmember Holden remembered Chris Lustig and stated her cheery mood would be missed. <br /> Mayor Grant closed the Public Inquiries/Informational at 7:10 p.m. <br /> A. TCAAP Update <br /> Community Development Director Jill Hutmacher stated that according to Kevin Legare, <br /> General Services Administration (GSA), the GSA is currently negotiating environmental <br /> covenants with the Minnesota Pollution Control Agency (MPCA). The environmental covenants <br /> will be included in the Invitation for Bids (IFB) document. The City understands that the MPCA <br /> has reviewed and provided comments on the environmental covenants and the MPCA is awaiting <br /> a response from the GSA. The City will have an opportunity to review the IFB and the <br /> environmental covenants prior to the IFB's public distribution. In November, Mr. Legare <br /> indicated that the IFB should be ready for distribution in February. The schedule may change if <br /> the environmental covenant negotiations take longer than anticipated. Mr. Legare has suggested that a conference call be scheduled for some time in the next few weeks. <br /> 3. APPROVAL OF MINUTES <br /> Councilmember Holden requested the way a split vote is noted in the minutes be changed to <br /> reflect the nay votes only and list this right after the vote. It used to be listed this way and it <br /> would also reduce the amount of paper that is used. <br /> Councilmember Holmes asked if the Council could make it a rule that all minutes had to be <br /> presented to the Council within two (2)months. <br /> Mayor Grant stated the Council could make a rule or set a policy that all minutes had to be <br /> presented to the Council for approval within four(4)to six (b) weeks. <br /> Councilmember Holmes stated she would like to set this rule at this time. <br />
