� <br />EN HILLS <br />MEMORANDUM <br />DATE: December 13, 2010 <br />T4: Honorable Mayor and City Cot�ncil Members <br />Pat�ick Klaers, City Adrninisi�rator <br />FROM: Meagan Beekman, City Planner � <br />SUBJECT: 2011 Curbside Recycling Fee <br />Sack�round <br />The Arden Hills recycling program includes ihe weekly curbside recycling program and <br />the iwice annual community cleanup event. The curbside recycling services are provided <br />by Eureka Recycling. The comrnunity cIeanup events are operatet� in conjunction with <br />the City of Shoreview. The recyciing budget is an enterprise fund that receives revenues <br />from the annual household �ee that is applied to the property taxes and from the SCORE <br />grani provided by Ramsey County. Most of ihe expenses axe from the services provided <br />by Eureka. Since there are no ather dedicated fi�nding sources, the reveanue must be <br />balanced with the expenses. <br />For 2011, the per household fee charged by Eureka Recycling for curbside recycling <br />services is expectect to increase by 2.4 percent based on the anticipated change in the <br />Consiuner Price Index {CPI} from tihe Minneapolis Federal Reserve for the Upper <br />Midwest. <br />Although the base fee from Ewreka is expected to increase, th� annual curbside recycling <br />fee per household is proposed to remain the same from 2010 to 2011 at $40.65. The <br />reason that an increase is not needed is because the City and Eureka Recycling <br />renegotiated ihe terms of our contract in 2009 and increases in processzng fees projected <br />for the 2010 budget did not occur.
