� <br />�`i�EN H�LLS <br />MEMORANDUM <br />DATE: December 13, 2010 <br />TQ: Honarable Mayor & City Council <br />Patrick Klaers, City Ad�inistrator <br />FROM: Meagan Beekman, City Planner & Recycling Coordinator � <br />SUBJECT: Residential Curbside RecycIing — Eureka Contract Extension <br />Requested Action <br />Approve the renewal of the City's contract with Eureka Recycling far curbside recycling <br />services extending the current contract for an additional two years. <br />Background <br />The City has contracted with Eureka Recycling for curbside residential recycling services since <br />March 1, 2008. The contract provides curbside residential recycling services to most residences <br />in the City (Hunter Park condominiums, Parkshare Apartments, Cottage Villas, and Arden <br />Manor contrac�t for their own recycling services}. The current coniract is set to expire on March <br />1, 2011. The contract ailows for two ane-year renewal o�tions if both the City and Eureka agree <br />to the renewal. The current contract and first arraendment are included as Attachinent A. <br />The City currentiy uses two-stream recycling with Eureka Recyciing (sometinnes referred to as <br />duaI stream or twa-sort xecycling). Two-stream recycling requires residents to separate mi�ed <br />paper (newspaper, cardboard, office paper, mail, phone baoks, milk and juice cartons, pop and <br />beer boxes, etc) from mixed rigids (cans, glass, arid piastic). Eureka Recycling also allows <br />residents to recycle clothes and linens. In addition to these items, Eureka is working on <br />expanding the items that they collect and is hoping to add pizza boxes beginning next year. <br />Post consurner recycling markets plummeted in October 2008, and hii their lowest point in <br />January 20Q9. The drop in prices significantly affected the recycling market and caused the cost <br />of recycling services to rise dramatically.
