(AS MODIFIED DECEMB�R 13, 201Q) <br />The City has determined a need to expan� Deve�opment District No. 1 as described in Exhibit <br />I-B, inclndir�g all rights-of ways. A map of Develppment Distric# No. 1 is i[lustrated in Exhibit I-C. <br />The expansio� is needed to address ele�nents of blight a�d conditions that lead to the eme�-gence of <br />blight in additional areas of the City. Specifically, fhe City finds the following conditions within tl�e <br />expanded Deve[op�nent District: <br />a. Much af the housing in the added area is aging and may need rehabilitatian, <br />improve�ent or redevelopment in order to maintain vitality and tax base. <br />b. Indnstrial portions of the ex�anded area are generally aging az�dlor underutilitized and <br />create the �otential for bligh# if not addressed. <br />c. Major roadways in residential areas and connmercial areas create conditions that may <br />impair values and lead to long-term declines if not addressed. <br />Section 1.11, Parceis to be A�C uired.
