a
EN HILLS
MEMORANDUM
DATE: January 20, 2009
TO: Mayor and City Council
Ron Moorse, City Administrator
FROM: Kristine Giga, Civil Engineer
Michelle Olson, Parks and Recreation Manager
Greg Hoag, Public Works Director
SUBJECT: Improvements to CP Rail Bridge for Pedestrian Crossing
BACKGROUND
At the December 8, 2008, meeting, the City Council received the feasibility report for the future
Snelling/Old Highway 10 trail with improvements to the CP Rail Bridge for a pedestrian
crossing. The City Council directed staff to bring the project to a work session for discussion on
next steps.
Attached is a proposal from Bolton& Menk with a scope of services, from final design through
the bidding process, for$37,000. The costs to complete design for the bridge improvements will
be paid for out of the Special Revenue Parks Fund.
DISCUSSION
A discussion needs to occur on how to proceed with this project. From an engineering
standpoint, both sides are feasible to construct a trail. There are a number of influencing factors
that will need to be considered to determine the best location for the trail, such as:
■ Cost
■ Convenience and preference of users
■ User safety
■ Access
UMetro-inet.us\ardenhills\PR&PW\Engineering\Council_Actions\2009\1-20-09Memo CPRaiI Trail Process.doc
