Traffic and Improvement Analysis <br />a. 2030 Level of Service Analysis <br />The LOS results for the 2030 study hours are shown in Table 5.1. <br />These are based on the existing traffic control and lane <br />configurations as shown in Figure 3.1. The forecast turning <br />movement volumes from Figures 4.4 and 4.6 were used in the LOS <br />TM <br />calculations. The LOS calculations were done using SYNCHRO <br />software. Ramsey County’s existing timing plans were used in the <br />analyses. The complete LOS calculations are included in the <br />Appendix. <br />Table 5.1 – 2030 P.M. The Holiday Inn Site driveway and the Arden Plaza <br />driveway intersections on County Road E will operate acceptably with <br />little delay and vehicle stacking on County Road E, however vehicles <br />will experience significant delay trying to turn onto County Road E <br />during the evening peak period after the sites are redeveloped. The <br />LOS calculations predict it will take approximately 3 minutes per <br />vehicle on average to turn from Arden Plaza onto County Road E and <br />approximately 3½ minutes per vehicle on average to turn from the <br />Holiday Inn site onto County Road E. Because motorists are queuing <br />in parking lots instead of on high speed public roadways, this type of <br />delay can be tolerated in an interim situation but improvements <br />should be planned to reduce these delays. <br />Based on calculations from the Transportation Research Board’s <br />Highway Capacity Manual, roadway segments operate at LOS D if <br />they carry the following daily volumes: <br /> 9,000 vehicles per day - Two Lane Roadways (Harriet <br />Avenue) <br />Guiding Plan for the B2 District 21 Arden Hills, MN <br />Traffic Impact Study December 2008 <br /> <br />
