�i EN i�ILLS <br />MEMORANDUM <br />DATE: August 21, 2008 <br />TO: Mayor and City Council <br />FROM: Ron Moorse, City Administrator � <br />SUBJECT: Public Works Superintendent Promotion <br />BACKGROUND/DIS CUS SION <br />With ihe retirement of Jirn Perron from the position of Public Works Superintendent, after 19 <br />years of service, the City has a vacancy in the Superint�ndent position. As part of a succ�ssion <br />pla.nning process; in 2006, the Ci�y requested the P�blic Warks employees to indicate whether <br />they were interested in participating in a training and development process that had the potential <br />to lead to a promotion to the Superintendent position. Two employees indicated an interest in <br />participating in the process. These were Joe Mooney and Aaron At�drews. During ihe past two <br />years, both have taken on additional responsibilities, including leading ihe Public Warks crew in <br />the absence of the Public Works Superintendent. <br />With the retirement of the Public Works Superi.ntezadent in July, the next step in the succession <br />process was to inierview the two employees for the Superintendent pasition. On August 5, ar� <br />interview process was completed. The interview panel included Greg Hoag, Public Works <br />D'rrector, Michelle Olson, Parks and Recreation Manager; Ron Moorse, City Administrator; and <br />Duane Schvvartz, the Roseville Public Works Director. The interview panel selected Joe <br />Mooney as tl�e top candidate. <br />RECOMMENDATION <br />Yt is recommended that roe Mooney be promoted to the Superintendent position effective August <br />26, 2008, with a salary of $57,474, which is step four of Level $ of the City's salary schedule. <br />The promotian of Joe Mooney to the Superintendent position will leave a vacancy in a Public <br />Warks Maintenance Worker position.
