The Ciiy Attorney has revaewed the proposed code <br />language, and his co:rnments have been incorporated into the proposed code addition. <br />Institutional Housin� in the S-2: General Business District <br />Th� applicant is requesting "Institutional Housing" be added as an interim use in the B-2: <br />General Business District Zone. A fu11 list of permitted, conditional, and accessory uses in �he <br />B-2 Zone is in Attachment C(Page 9). The B-2 Zone genez-ally encoznpasses those properties <br />along County Road E between Lexington Avenue and Highway 51 /Snelling Avenue. <br />Section l 320A4 S�abd 1 states that the purpose of the B-2: General Business Disfirict is: <br />A_ To goup compatible retail and service business uses which will tend to <br />draw trade that is naturally interehangeable and so promotes business <br />prosperity. <br />S. To pz-avide an a�equate supply of businesses and professional service <br />areas to �neet the needs of the residents. <br />C. To promote a high quality of total comrnercial development and design <br />that produces a positive �isual image_ <br />D. To mini�nize the effects of traffic congestion, noise, odar, glare and <br />similar safety problems <br />C�rrently, the Zoning 4rdinance permits institutional housing as a conditional use in al� <br />residentiai districts in the City and the CC: Civie Center District_ Institutiona� Housing is <br />defined in Seetion I3a5_04 Subd. SO of the Zoning �rdinance as: <br />Institutional housing. Student or faculty housing.for four (4) or rrcore persons <br />on rental basis, rest ho�ne, hospital, sanatoriurrc, nursing home, convalescent <br />home, orphan home. <br />The applicant has submitted a letter expIaining the reasans for the proposed Zoning Ordinance <br />addition. 'Fhe City does not have a specific set of review criteria for evaluating a Zoning <br />Ordinance addition; however, the primary issues to consider include (but are not lizxzkted to): <br />1. Is the proposed use compatible with the other uses in the B-2 Zone? <br />2. How will the proposed use affEct the S-2 Zone? <br />When reviewing a Zoning Ordinance amendment or addition, it is iz�aportant to consider how the <br />change would affect the entire zone instead af ane specific property.
