2 <br />The Parks Trails and Recreation Committee (PTRC} recommended at that tirne tha� in the <br />fitttzre, this trail should receive signage to designate and identify it as the Elmer L. <br />Andersen Memoriai Trail (EAMT). This itefn has been delayed several times in order to <br />consider trail signage for the entire trail system. One of the goals of the PTRC for 2009 <br />was to work on trail signage �or the entire trail system. The committee began discussions <br />on signage in May. At the City Council work session where CTP iiems were r�viewed in <br />July, the City Council determined that they were not in favar of placing signage on the <br />entire trail systeni and gave direction to the committee to foc�xs on the Elmer L. Andersen <br />Mernorial Trail and on those trails that are difficult to identify as City operated. <br />Since that time, Staff has been working with Derrek Hames on a desagn for th� EAMT. <br />Der�ek is an Arden Hilis resident who designed th� City Iogo and has been involved in <br />numerous design projects for the Ci#y, including the gateway signs, park signs and <br />Celebrating Arden Hills promotional posters. Derrek provided a draft EAMT design for <br />discussian at the September PTRC meeiing. The f�rst review of the design produced <br />multiple comments and quesiions from the PTRC. The committee was interested in the <br />incorporation of a pathway map somewhere on the sign. The concept was for this map to <br />show all existing and propased pathways but also show a blown up sectional of the Elmer <br />L. Anderscn trail corridor. Comments from the committee were then given to Derrek and <br />he revised and edited the design based on those comments. He pres�nted a refined version <br />oithe signage at the PTRC meeting on October 20, 2009. <br />In November of 2007, Ra�nsey Cour�ty Parks and Recreation designated a portion of trail <br />from Tony Schmidt Regional Park ta County Road E2 as the Elmer L. Andersen Memorial <br />Trail anc€ have propased to extend that to Mounds View High School in the future. Greg <br />Mack, Director has indicated tha# the County would �e interested in looking at the <br />approved Ci#y EAMT design and . may consider installing something simila� an their <br />portion of the EAMT, to allow for consist�;ncy. <br />Tncluded for Council review is a design portfolio with photos and diagrams. Derrek will <br />have a shart presentation at tonight's meeting and will also be available to answer any <br />questions. <br />Bud�et <br />Staff budgeted $15,000 for the Elmer L. Andersen Memorial Trail Signs from the Special <br />R�venue Park Fund. Derrek Hames and s�aff have met with two separate sign companies <br />to ta�ic preliminarily about the construction materials and cost estimates. The $15,000 <br />appears to be a manageable number for this design. <br />Reco�nmendatian <br />The PTRC supports the refined designs with a fer7v suggestions. The nurnber of smaller <br />signs along tl�e trail seemed excessive and their recflmmendatian was to reduce that <br />number. Staff has reduced the recommended number of the small signs from 12 to 6. In <br />addition, the committee suggested that H.B. Fuller and the Elmer L. Andersen family be <br />approached for possible partnerships on the tra.il signage or possibly ta add benches with <br />emblems to signify the EAMT.
