'IAPsPEN HILLS <br />MEMORANDUM <br />DATE: August 17, 2009 Item LA <br />TO: Mayor & City Council <br />FROM: James Lehnhoff, Community Development Director <br />SUBJECT: Arden Village Workforce Housing Concept Proposal <br />Sand Companies, Inc <br />Action Request <br />Sand Companies Inc., is requesting a letter of support from the City Council regarding a <br />proposed application for housing tax credits through the Minnesota Housing Finance Agency to <br />construct a 55 unit workforce housing building at 1296 County Road F. The Council cannot vote <br />on this item at work session; however, the Council can direct staff to place this request on an <br />upcoming regular City Council meeting. The purpose of this work session is to review the <br />proposal, ask questions, consider options for City support, and direct staff on a course of action. <br />Background <br />Sand Companies, Inc (SCI) proposes to construct a 55 unit workforce rental housing building at <br />1296 County Road F. The 2.74 acre property is immediately west of the Land O'Lakes <br />headquarters and includes a communications antenna. SCI has submitted a booklet outlining the <br />proposal, details of the building, proposed rental rates, preliminary costs, a request for City <br />support, and information about the company (Attachment A). The Council is not being asked to <br />approve any aspect of the concept proposal at the work session; however, action would need to <br />be taken at a regular meeting for the process to begin. If this project moves forward, there are a <br />number of steps to the process that will require additional discussion and action. The first step <br />relates to a federal housing tax credit program and a request for City support. Other subsequent <br />steps include a Comprehensive Plan amendment, rezoning, and a full development review with <br />the Planning Commission and City Council. <br />As noted, SCI is proposing to use housing tax credits, which is part of a national program to <br />promote affordable rental housing units. The tax credits are the key component to developing a <br />building with affordable rental rates.
