�� EN HIL <br />LS <br />MEMORANDUM <br />DATE: April 9, 2009 <br />TO: Mayor and City Council <br />Ron Moorse, City Administrator <br />FROM: Kristine Giga, Civil Engineer <br />SUBJECT: Ramsey County US 10/CR 96 Grade Separation and CSAH 96 <br />Improvements- Project Update <br />BACKGROUND/DISCUSSION <br />City staff has been working with Ramsey County and MnDot as part of a project team for the <br />environmental documentation and preliminary design far the US l 0/CR 96 Grade Separation and <br />CSAH 96 Improvements. This project will include a total reconstruction of the CSAH 96 from <br />approximately North Heights Lutheran Church to West Round Lake Road. Federal funding for <br />construction has been secured for the project. Construction is planned to begin in 201 l. <br />The attached alternative layouts, signalized intersections and roundabouts, were presented at the <br />March 3, 2009 Open House. Ramsey County representatives attended a City Council work <br />session on March 30, 2009, to discuss these alternatives in greater detail. <br />Jim Tolaas, Ramsey County, will be attending the April 13, 2009, City Council meeting, <br />requesting a motion of support to complete the environmental documentation and preliminary <br />design using the signalized intersections as the preferred alternative. This is not, nor does it <br />replace, Municinal Consent which will be requested at a later date This in an intermediate step <br />the County �s taking with both Arden Hills and New Brighton in an effort to keep both <br />communities actively involved. <br />RECOMMENDED COUNCIL ACTION <br />Motion of support to complete environmental documentation and preliminary design for the US <br />10/CR 96 Grade Separation and CSAH 96 Improvements using the signalized intersection <br />alternative as the preferred alternative. <br />\Metro-inet.us�ardenhiils'�PR&PW1Engineering\Council_Actions�2009\04-13-09Memo l0-96.doc <br />
