MEMORANDUM <br />DATE:Agenda Item 2A <br /> March 30, 2009 <br />TO: <br /> Mayor and City Council <br />FROM: <br /> Ron Moorse, City Administrator <br />SUBJECT: <br /> TCAAP Update <br />Tax Increment Financing Legislation <br />The City’s special legislation regarding tax increment financing has been introduced in both the <br />House and Senate. A hearing in the House will be held on Friday April 3. <br />AHATS Sustainable Development <br />The Arden Hills Army Training Site (AHATS) recently held a three and half day sustainability <br />charrette. This charrette included a number of experts on LEED, sustainable design, and <br />engineering. Some of the sustainable ideas included creating a LEED platinum development, <br />generating electricity onsite with wind and/or solar, creating a district heating system, and <br />possibly using this site as a model site for other similar installations around the country. <br />
