---ARZEN HILLS MEMORANDUM = DATE: February 22, 2011 TO: Honorable Mayor and City Councilmembers Planning Commission FROM: Jill Hutmacher, Community Development Directorf' Meagan Beekman, City Planner MAI SUBJECT: Guiding Plan for the B2 District- Update Requested Direction Discuss the status of the Guiding Plan for the B2 District and provide direction on the planning and timing of infrastructure improvements. Background At the end of November 2007,the City instituted a one-year moratorium on development and redevelopment in the B2 Zoning District in order to create a long-term redevelopment vision for that area. The B-2 Zoning district includes those properties on County Road E between Highway 51 and Lexington Avenue, on Connelly Avenue, and on Pine Tree Drive. The City Council appointed a 16-member steering committee comprised of residents and business owners in April 2008 to help create the guiding plan. Over a series of steering committee meetings and two community meetings from May to October 2008, the committee drafted the Guiding Plan for the B2 District, which was unanimously approved by the City Council on October 27, 2008. The nearly yearlong planning process included evaluating existing conditions, creating a long-range redevelopment vision and guiding principles, addressing transportation questions, evaluating market potential, reviewing land uses, and drafting design guidelines. The Guiding Plan includes a range of recommendations including infrastructure improvements and a general implementation program.
