Opportunity for Planned Unit Development (PUD) <br />Based on the plans that have been submitted, the applicant intends to develop a subdivision that <br />meets all of the requirements of the City's regulations, which would eliminate the need for a <br />PUD. A PUD offers the City an opportunity to negotiate on certain aspects of a development <br />that pertain to flexibilities that may be requested by a developer. In the case of this particular <br />development application, the City may be interested in negotiating with the developer for greater <br />wetland setbacks in exchange for reduced front yard setbacks and reduced right of way width. In <br />other words, allowing the developer to build homes closer to the road would move houses farther <br />away from wetlands. The City could then extend its easement area over these areas to create <br />wetland buffers. Other benefits that are created by this sort of flexibility would include <br />additional tree preservation since trees in rear yards are more likely to be preserved than trees in <br />front yards. This would create lots with larger back yards and smaller front yards. It would be <br />appropriate for the Planning Commission to weigh in on whether the City would prefer this style <br />development over that which has been submitted. <br />The applicant is requesting the Planning Commission's preliminary review and feedback <br />regarding the attached plans. Staff is requesting direction from the Planning Commission on <br />whether a PUD application that includes wetland setbacks in exchange for reduced front yard <br />setbacks would be something Staff should request the applicant to submit. <br />Preliminary Review Timeline <br />Staff is anticipating submittal of a complete development application for a preliminary plat and <br />CPA by Monday, March 7. If the application is made by this date, a public hearing will be <br />scheduled for April 6 with the Planning Commission. If the Planning Commission makes a <br />recommendation at this meeting, this item would go to the Council for review on April 25. The <br />Parks Trails and Recreation Committee will likely review the park dedication options at their <br />April 19 meeting in order to provide a recommendation to the City Council. A concept review <br />does not automatically start the review process for a formal application. The timeline is subject <br />to change. <br />Attachments <br />A.
