ARDEN HILLS CITY COUNCIL—January 31, 2011 2 <br /> A. Years of Service Awards Announcement and Employee of the Year <br /> Presentation <br /> Public Works Director Terry Maurer recognized the following employees: Tony Nowlan, <br /> Public Works, for 5 years of service; Jeff Frid, Public Works, for 5 years of service; and Mike <br /> Schifsky, Public Works, for 30 years of service. He also stated the Arden Hills Employee of the <br /> Year is Scott Freyberger, Public Works. <br /> Community Development Director Jill Hutmacher recognized John Mennenga from the <br /> Community Development Department for 5 years of service. <br /> Mayor Grant presented Mr. Freyberger with the Employee of the Year award. <br /> B. Sheriff Matt Bostrom <br /> Sheriff Matt Bostrom introduced himself to the City Council and the City. He provided <br /> information about his background and let the Council know that if they had any questions they <br /> could get in touch with him. He described what he interpreted as Community Policing and how <br /> his department will achieve this. <br /> Mayor Grant asked for an overview of how the organization was structured. <br /> Sheriff Bostrom stated there were five basic divisions: patrol/enforcement division, detention <br /> division, which is overseen by the Under Sheriff, administrative division, parks division, and the <br /> Chief Deputy oversees anything else that does not fit into one of these categories such as multi- <br /> jurisdictional problems and task forces. — <br /> Councilmember Holmes stated the communications between the Sheriff's Department and the <br /> residents needs to be improved. People are not getting as much information as they want. She <br /> also stated the contracts need to be reviewed and renegotiated. She requested a meeting that <br /> would clarify what emergency services were supposed to respond to each type of call and where - -- <br /> these services are coming from. <br /> Sheriff Bostrom stated there is a lot of data available and the Ramsey County Sheriff's <br /> Department has a website that makes this information available to residents. The problem at this <br /> time is the data retrieval and he clarified that the department would be working on correcting <br /> these problems for the community. He stated he is not directly involved with negotiating <br /> contracts but would pass this information to the appropriate person. The patrol practices and <br /> community policing will be something that will be continually looked at and improved. He stated <br /> he would be willing to work with the City in setting up a meeting to discuss the services in more <br /> detail. <br /> PUBLIC <br /> Mayor Grant opened the Public Inquiries/Informational at 7:31 p.m. <br />
