ARDEN HILLS CITY COUNCIL—January 31, 2011 6 <br /> 8.B. Planning Case I1-002: Sign Standard Adjustment at 3920 Northwoods Drive (continued) <br /> Mayor Grant asked what the dimensions are for the sign face. <br /> Mr. Rob Davidson, Davidson Companies, stated the dimensions were approximately 8' x 16'. <br /> Mayor Grant stated the City did not want to see this building empty because this affects the <br /> City's tax base. He clarified that he is reluctant to increase the height of the sign, however, he <br /> would vote in favor of the request. He asked if the City would be able to make any requests <br /> regarding the appearance of the sign or the lighting. <br /> City Planner Beekman stated the sign face will need to meet the code but additional conditions <br /> could not be made with this request. When the property is sold or leased and the tenant changes <br /> the sign they will need to apply for a permit and the City will review the application to verify it <br /> meets the City's requirements. She clarified the sign box or sign structure would remain the same <br /> but the sign face would change. <br /> Mayor Grant stated the requested change would not make the sign inconsistent with the other <br /> signs in the area. <br /> MOTION: Councilmember Tamble moved and Councilmember Holmes seconded a <br /> motion to Approve Planning Case 11-002 for a Sign Standard Adjustment at <br /> 3920 Northwoods Drive, Based on the Findings of Fact and the Submitted <br /> Plans in the January 31, 2011, Report to the City Council. The motion <br /> carried unanimously (4-0). <br /> 9. UNFINISHED BUSINESS — <br /> A. Valentine Park Improvement Process <br /> Public Works Director Terry Maurer stated in 2008 WSB was hired by the City to conduct a <br /> drainage analysis of Valentine Park drainage area. The study was published on February 9, 2009. <br /> Due to some continued neighborhood concerns about the conclusions contained in the WSB <br /> study, the City Council directed Staff in 2010 to retain a consultant to render a "second opinion" <br /> on the WSB study. Bolton& Menk was hired to review this study. Bolton& Menk's conclusions <br /> were contained in a letter dated November 2, 2010 and Staff presented the findings to the City <br /> Council and PTRC at meetings in December 2010. The 2011 CIP has a total of $310,000 for <br /> improvements to Valentine Park. A new play structure is programmed at $50,000 and $260,000 <br /> for other types of improvements. Given the controversy over the drainage analysis, Staff feels it is <br /> important to maintain as much control as possible over the remainder of the improvement process. <br /> Staff is recommending that Roseville Engineering Staff be used for the site civil plan preparation, <br /> bidding and construction administration. Staff also feels it is important that there be some form of <br /> neighborhood public participation regarding the types of park improvements included in the final - <br /> plans. Staff would recommend hiring a Park Planner to assist the City with this process. Mr. <br /> Maurer asked the Council if Staff should proceed to implement improvements and if Council <br /> agrees the process outlined would be appropriate and reasonable. <br />
