EN HILLS <br /> MEMORANDUM <br /> DATE: March 21,2011 <br /> TO: Mayor& City Councilmembers <br /> FROM: Patrick Klaers, City Administrator <br /> SUBJECT: Sheriff's Contract <br /> Background <br /> The City is part of a seven City group (actually six cities and one township) that contracts with <br /> Ramsey County for law enforcement services. This contracted cities group started about 50 <br /> years ago and Arden Hills has been a member since 1978. The 2010 -2012 Agreement for Law <br /> Enforcement Services has not been approved by the Arden Hills City Council. All the other <br /> members of the contracted cities group have approved this Agreement. <br /> Discussion <br /> Attached is the proposed 2010-2012 Agreement. Please see Section C: Terms of <br /> Agreement/Termination on page 5. <br /> Per C.1, the City did not give nine months notice that it would not be renewing the Agreement. <br /> Also the City has not approved the successor Agreement. Nonetheless, the County is continuing <br /> to provide law enforcement services in accordance with the signed 2007-2010 Agreement (which <br /> is identical to this proposed Agreement). <br /> Per C.2, the City may terminate the Agreement at the end of a calendar year if it gives written <br /> notice nine months prior to the end of the calendar year(before April I st). <br /> Unless the City is going to contract with another City for law enforcement services or going to <br /> re-establish its own Police Department, it makes sense to approve the proposed 2010-2012 <br /> Agreement with the County. <br /> I have heard from individual Councilmembers and from the Council as a whole that there are <br /> some concerns with the police services that we receive and with the cost sharing (between the <br /> seven cities) for the contracted services. I agree that if concerns exist then they need to be <br /> addressed in the best way possible; but, in my opinion these are budget issues and not contract <br /> issues. <br />
