� DI�EN HILLS <br />MEMORANDUM <br />DATE: April 6, 201 I PC Agenda Item 3.A <br />p � g <br />TO: Planning Commission <br />FROM: Mei -Ling Anderson, Community Development Intern <br />Meagan Beekman, City Planner <br />SUBJECT: Planning Case #11 -005 - This application requires a PUBLIC HEARING <br />Applicant: Trinity Lutheran of Lake Johanna and City of Arden Hills <br />Property Location: 3245 New Brighton Road <br />Request: Preliminary and Final Plat, Master and Final Planned Unit Development <br />Requested Action <br />The applicant, together with the City of Arden Hills, has requested a Preliminary and Final Plat <br />and Master and Final Planned Unit Development (PUD) to allow for the subdivision of the <br />property located at 3245 New Brighton Road. The City is currently negotiating with the <br />applicant to purchase the subdivided parcel and permanently consolidate it with Hazelnut Park. <br />Background <br />1. Overview of Request: <br />Trinity Lutheran Church is located at 3245 New Brighton Road. The property is a four and a <br />half acre parcel surrounded on two sides by Hazelnut Park. a City -owned park property. The <br />Church property is zoned R -2. Trinity Lutheran Church and the City of Arden Hills are in <br />the process of negotiating a purchase agreement for the sale of a 71,474 square -foot section <br />of land that would be subdivided from the Church's existing property. This subdivided <br />parcel would be consolidated with Hazelnut Park and maintained as parkland for the public <br />(Lot 2). The eastern portion, consisting of 127.614 square feet, would remain under the <br />Church's ownership (Lot 1). <br />Located within the parcel currently owned by Trinity Lutheran Church is a congregation hall, <br />parking lot, soccer field, identification sign for Hazelnut Park. and trail entrance to the park. <br />Hazelnut Park contains a large variety of recreational facilities and is a heavily used park. <br />The City has a contract with the Church for the shared use of the parking lot, which acts as <br />City of Arden Hills <br />Planning Commission Meeting. for April 6, 2011 <br />Page 1 of 7 <br />
