Plan Evaluation <br />1. Zoning Regulations <br />This application is unique because the request is regarding the use of a building and site that <br />is already developed. The proposed plat meets all Zoning Code requirements except that the <br />subdivision would violate the coverage requirements outlined for the R -2 district. <br />Chapter 11— Subdivision Ordinance — Meets Requirements <br />The Proposed preliminary plat meets all requirements of the City's subdivision <br />requirements. <br />A. Easements — Section 1130.05 Subd. 5 <br />An 11 -foot wide pedestrian pathway has been incorporated into Lot 2 of the preliminary <br />plat, which would connect the parking lot of the Trinity Lutheran property to Hazelnut <br />Park. This exceeds the 10 -foot width recommendation for pedestrian easements under <br />the Subdivision Ordinance. <br />B. Public Use Dedications — Section 1130.08, Subd. 2 <br />The subdivision of the existing property would exceed the requirement to dedicate public <br />land for recreation or conservation, as Lot 2 would be combined with Hazelnut Park. <br />Section 1320.03 — Allowable Uses — Meets Requirements <br />Trinity of Lake Johanna will continue its conditional use as a house of worship in the R -2 <br />district. <br />Section 1320.06 — District Requirements Chart — PUD Required <br />A. Lot Size, Building Coverage, and Landscaping: <br />Lot 1 of the proposed plat does not comply with the minimum landscaping requirements <br />outlined in Section 1320.06. Lot 1 would have 43.9 percent landscaped coverage when <br />65 percent is required by Code. Lot 2 complies with both coverage requirements. The <br />reduction in landscape lot coverage for Lot 1 is necessary in order to transfer Lot 2 to the <br />City for the purpose of additional parkland and open space to be held in perpetuity.
