-A,R�N HILLS <br />MEMORANDUM <br />DATE: April 19, 2011 <br />TO: Parks, Trails, and Recreation Committee <br />FROM: Meagan Beekman, City Planner <br />SUBJECT: Planning Case #11 -006 <br />Applicant: Pulte Group and Alliant Engineering <br />Property Location: 4500 Snelling Avenue North <br />Background <br />The applicant has a purchase agreement for 25.4 acres of undeveloped land on the southeast <br />corner of Highway 96 and Snelling Avenue N. The property is zoned R -1, single- family <br />residential, and is guided for Low Density Residential in the City's 2030 Comprehensive Plan. <br />The property was currently owned by the Reiling Estate. The applicant is requesting approval to <br />subdivide the property to allow for 39 single- family homes. The project, as it is proposed, <br />complies with all requirements of the City's Zoning and Subdivision regulations, and would be <br />developed at 1.9 units per acre. <br />At their April 6, 2011, meeting, the Planning Commission held a public hearing and reviewed the <br />application materials and Staff's recommendation. The Planning Commission voted to <br />recommend approval for the proposal to the City Council. The City Council will review this <br />application at their April 25, regular meeting. <br />Because this project includes a subdivision of land, the City can require park dedication. While <br />the City Council makes the final determination as to what the park dedication requirement will <br />be, it is common for the PTRC to review the proposal and provide a recommendation. <br />Park Dedication Requirements <br />The Subdivision Code requires developers of subdivisions to dedicate to the public a reasonable <br />percentage of the tract to be developed.
