Discussion <br />The PTRC can consider one or more of the following options for their recommendation: <br />1. Charge the developer 6% of the assessed value at an estimated amount of <br />$133,248.00. This will be put into the Park Fund for future Park Capital <br />Improvement Projects. As stated earlier, these funds cannot be used for maintenance <br />costs. <br />2. Create a north/south connection from Highway 96 along Snelling Avenue North. <br />This trail connection was changed by the PTRC in the priority list to restriping of the <br />roadway versus an off -road pathway. The restriping on Snelling Avenue North is <br />listed as a high priority. <br />3. Create an east /west connection from the development to the existing north/south City <br />trail. State Statute states that park dedication should be used to provide enhanced <br />recreation facilities for new residents associated with the new development. <br />Although, the City has some flexibility in this. This trail connection would satisfy <br />this point. The trail would be approximately 80 feet of trail /boardwalk (Attachment <br />B). It is estimated to be under $30,000 for construction. One advantage to <br />constructing this trail with the development is that the developer would provide an <br />easement with the construction. If this trail would be considered at a later time, an <br />easement would need to be acquired with a possible fee. This trail is not listed on the <br />PTRC's trail priorities because there is currently no development there and therefore <br />never considered.
