Kristine Giga, P.E.
City of Arden Hills
YEAR 2013 ALTERNATIVE 2 BUILD CONDITIONS
April 6, 2011
Page 13
To determine how well the existing roadway network will operate under year 2013 Alternative 2
build conditions, an operations analysis was completed for the a.m. and p.m. peak hours. Results
of the year 2013 Alternative 2 build operations analysis shown in Table 4 indicate all key
intersections will continue to operate at an acceptable overall LOS A during the a.m. and p.m.
peak hours with the existing geometric layout and traffic control. All side - street approaches will
continue to operate at LOS D or better during the a.m. and p.m. peak hours. No queuing issues
are expected.
Table 4
Year 2013 Peak Hour Capacity Analysis — Alternative 2
Level of Service Results
Intersection
Level of Service and Delays
A.M. The overall LOS is shown followed by the
worst approach LOS.
Based on the results of the year 2013 Alternative 1 and 2 build operations analysis, there are no
significant traffic impacts expected due to the proposed development. The existing roadway
network has sufficient capacity to accommodate the proposed development.
SITE REVIEW
Review of the proposed site plans were completed to determine if there are specific issues that
should be addressed. The following comments and recommendations (shown in Figure 9) are
offered for your consideration:
a) Ensure proper traffic controls are installed at new intersections created as part of the
proposed development
o Uncontrolled intersections can create potential safety hazards and cause driver confusion
o Side - street stop control should be implemented at these intersections
b) Consider providing pedestrian facility connections (sidewalks and/or trails) to existing area
sidewalks /trails along County Road 96 and Arden View Drive (east of Keithson Drive)
o Although most single family homes within the existing neighborhood do not currently
have sidewalks, providing these pedestrian facility connections can improve pedestrian
safety and local connectivity to parks and trails
