---AITEN HILLS <br />MEMORANDUM <br />DATE: April 20, 2011 EDC Agenda Item 3.0 <br />TO: Economic Development Commission Chair and Commissioners <br />FROM: Jill Hutmacher, Community Development Director III <br />SUBJECT: Tax Increment Financing White Paper <br />The City Council has asked the Financial Planning and Analysis Committee (FPAC) to draft a <br />white paper analysis on the use of tax increment financing (TIF). FPAC held a joint meeting <br />with the City Council on April 12, 2011. Councilmember Holden, the Council liaison to FPAC, <br />will provide a summary of that meeting. FPAC has asked the EDC to attend the May 10, 2011, <br />FPAC meeting to discuss the white paper.
