Kristine Giga, Civil Engineer � <br />SUBJECT: Metropolitan Council Environmental Services Municipal Inflow and <br />Infiltration Grant Agreement <br />Back��ound <br />Metro Cities (Association of Metropoliian Municipaliti�s} char�pioned the inclusion of a <br />$3 million grant progra� in the 2010 bonding bill for the puzpose of providing grants to <br />municipalities far capital improvements to public infrastruucture to reduce the amount of <br />inflow and ir�filtration (I/I) to the Metropolitan Council Environmental Service's (MCES) <br />metropolitan sanitary sewer disposa� system. This action was successful and $3 million <br />was approved in the bill. To be eligible for a grant, a city needed to be identified by t�e <br />Metropolitan Council as a contributor of e�cessive inflow and infiltration. Arden Hills is <br />eligible for this grant. Granfis from this appropriation are for up to 50 percent of the cost <br />to mitigate inflaw and infiltration in the public�y awraed municipal wastewater collection <br />systems. The MCES must award grants based on applications from eligible cities that <br />identify eligible capital costs and include a timeline for inflow and infiltration mitigation <br />construction, pursuant ta established guidelines. <br />The City applied for and received an initial allocatian of $182,090 for the 2010 Samitary <br />Sewer Lining project, the 2011 Sanitary Sewer Li�ing project, and a�aanhole <br />rehabilitation project. After the initial allocation in 7anuary, MCES allowed cities to <br />modify and expand their applications, since nat all of the $3 rnillian was initially <br />ailocated. The City then rec�uested an additional $22,357. After reviewing revised <br />applications, MCES notified staf� in early March that the final allacation for Arden Hills <br />would be $203,779, based on the cosi esiitna.ates provided with the application. <br />Since the bid xesulis for the 2011 Sanitary Sewer Lining Projec� carne in favorably, the <br />grant amount we can anticipate is approximately $159,213; the m�iznum grant that can <br />be received is 50% of eligible expenses.
