ARDEN HILLS CITY COUNCIL—April 11, 2011 2 <br /> 2. Public Inquiries/Informational (continued) <br /> Mr. Dave Bartlett, 4503 Keithson Drive, Arden Hills, presented a letter from an attorney to the - <br /> City Council. This letter was also given to the Planning Commission at the April b, 2011 - <br /> meeting. He stated the Planning Commission had stated the City Code required that Keithson <br /> Drive be extended into the development. He stated that the code states, "where it is appropriate" <br /> roads shall be extended. He does not feel that this extension would be appropriate because his <br /> yard would not have the required side yard setback. He also stated that the design of the road <br /> along with the reduced setback for his yard are not safe because the road as it is currently designed <br /> would not have the required radius to fulfill the City's code. He stated he does not want to see <br /> Keithson Drive connected or extended into the Fox Ridge development. He would prefer not to <br /> have the development occur but if it does he would like to have a cul-de-sac constructed at the end <br /> of Keithson Drive. <br /> Mr. Ron Nelson, 4504 Keithson Drive, Arden Hills, expressed concerns about the Pulte <br /> development including the safety on the streets, privacy, and building in the wetlands. He would <br /> like to see Keithson Drive remain a dead end street. This will eliminate the expected 100 cars per <br /> day traveling through their neighborhood. If the road is extended then the required setbacks for <br /> the corner lot will not be met and this will create additional safety problems. He also does not <br /> agree with the proposed home that would be in his back yard. This will create additional privacy <br /> issues that will make it more difficult for hire to sell his property. Also there are homes that are <br /> proposed to be too close to the wetland area. This type of development is not found anywhere <br /> else in Arden Hills and should be considered substandard. The Comprehensive Plan states the <br /> City will encourage development that will maintain property values for the neighbors and this <br /> development will not do this. <br /> Mr. Jim Clark, 4528 Keithson Drive, Arden Hills, stated he has concerns about the homes being <br /> built to close to the wetlands and possible drainage and flooding issues. He does not want the <br /> residents on Keithson Drive to be held financially responsible for fixing any problems this <br /> development may cause due to the design and construction. <br /> Mr. Mark Majors, 4521 Keithson Drive, Arden Hills, stated he has talked with several residents <br /> in the surrounding neighborhoods and they have also expressed concerns about the logic in this <br /> development including the property located at Block 1, Lot 10. There is a piece of this property <br /> that goes in between two other homes. He stated that additional trees for privacy should be <br /> required and the safety on the streets should be considered. There are no other developments <br /> within the City that have homes in someone's backyard, ninety degree turns on a residential road, <br /> or streets narrowing. These items need to be further addressed before this development should be <br /> approved. <br /> Mr. Mike Giel, 4534 Keithson Drive, Arden Hills, stated when the developer did Keithson Drive <br /> there were mistakes made and the City returned the developer's bond before these issues could be <br /> resolved. He stated he does not want this to happen with the Pulte development and does not <br /> want the City to release the bond too early after the development is complete. <br /> Ms. Toni Tredal, 4521 Keithson Drive, Arden Hills, stated residents want to make sure there is <br /> good development in Arden Hills and if Keithson Drive goes through it will be unsafe.
