MEMORANDUM <br />DATE: <br />May 16, 2011 <br /> <br />TO: <br /> Honorable Mayor and City Councilmembers <br /> Patrick, Klaers, City Administrator <br />FROM: <br />Meagan Beekman, City Planner <br />SUBJECT: Notification Requirements <br />Background <br />In the last six months, the City has reviewed a number of planning cases that drew the attention <br />of residents in the community. The question of who is notified when a public hearing is to be <br />held was raised by members of the Council and residents of Arden Hills, as well as neighboring <br />communities. <br />State statute requires that cities notify all property owners within a minimum of 350 feet of a <br />subject property for all public hearings. In Arden Hills it is our practice to notify all property <br />owners within a minimum of 350 feet of a subject property for all planning cases pertaining to <br />private property, even when a public hearing is not required. Furthermore, depending on the <br />nature of the planning case, the anticipated impact of the project, and the geography of a <br />particular area, the 350-foot distance has been extended in the past to encompass a greater area. <br />For example, for the Fox Ridge subdivision, because of the significance of that project, the <br />notification area was extended to 1,000 feet. <br />Discussion <br />Different communities have varying policies when it comes to notification requirements.
