ARDEN HILLS CITY COUNCIL WORK SESSION—APRIL 11, 2011 5 <br /> LB I-694 Municipal Consent—Appeal Board Presentation (continued) <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to extend the meeting by 30 minutes. The motion carried unanimously <br /> Councilmember Holden questioned what Staff needed from the Council on this issue this <br /> evening. <br /> Public Works Director Maurer stated he would be making a one hour presentation to the <br /> Appeal Board after MnDOT's presentation. The best avenue for the City to take was that <br /> MnDOT has not taken the City's requests seriously. The Lexington Avenue Bridge was only <br /> included after a meeting called by Senator Goodwin and Representative Knuth. He noted the one <br /> large remaining issue was a pedestrian walkway over I-694 at Highway 51. <br /> Councilmember Holmes noted the City was going to have a loss of access, and expansion of <br /> capacity which allowed the City an opportunity to appeal MnDOT's plans. <br /> Mayor Grant suggested the City draft a letter to MnDOT on the items in contention and that all <br /> other items not be readdressed. The noise wall and the pedestrian bridge were the two main issues <br /> at this time. He questioned how the Council would like to proceed if MnDOT would not support <br /> the noise wall and pedestrian bridge. <br /> Councilmcmber Werner expressed concern with how the City would assess the noise wall <br /> Councilmember Holden was in favor of requesting full payment for the noise wall from <br /> MnDOT. <br /> Councilmember Holmes asked if the Council was going to pursue berming on I-694. <br /> Public Works Director Maurer noted the berming would be minimal given the space available <br /> to create the berm. He suggested the Council request that MnDOT go along with the <br /> recommendation in Scott McBride's letter of MnDOT doing a berming analysis and presenting it <br /> to the City. The Council was in favor of this recommendation. <br /> Public Works Director Maurer questioned what argument the City had to demand full payment <br /> for the noise wall. <br /> Councilmember Holmes indicated this should be paid in full by MnDOT because the City and its <br /> residents were losing local access. She requested that Staff highlight Conditions 2, 3 and 11. <br /> Mayor Grant added that MnDOT has not fixed any of the problems through this interchange. <br /> Instead capacity has been added to this area. <br /> Public Works Director Maurer asked if the Council would like any residents to speak on behalf <br /> of the City at the Appeal Board or if additional background information should be given. <br /> Councilmember Holmes felt Dave McClung and Pat Haik could speak for the local residents. <br />
