The attached site plan depicts significant exterior site and landscaping improvements, including <br />storm water ponding, walking trails, plantings, and additional green space. Because the use <br />requires very little on -site parking, the applicants are proposing to remove much of the <br />impervious surface in the rear of the building. The building exterior would also receive a face- <br />lift with architectural treatments, additional windows, and paint. <br />The owner of the property, TAT Properties, and Select Senior Living are proposing to subdivide <br />the property into two parcels. Select Senior Living would purchase 5.38 acres that includes the <br />existing building, and TAT Properties would retain approximately two acres on the corner of <br />County Road E and Lexington for future development. The smaller subdivided parcel would <br />share access to County Road E with the senior housing use via a recorded easement. Mr. <br />Davidson, TAT Properties, will present a concept plan for the proposed corner parcel at the April <br />18, 2011, meeting. <br />Discussion <br />The City Council reviewed this concept proposal at their April 18, work session, and provided <br />feedback to the applicants. The Council was generally supportive of the proposal but expressed <br />concerns regarding the access to the future Lot 2. In addition, the Council expressed an interest <br />in adding a use within the building that complimented the senior housing component while <br />increasing the relationship of the use to the public. <br />At this time, the Planning Commission is being asked to review and provide feedback on the <br />proposed use and site plan. If the applicants decide to move forward with a formal application <br />for approval, plans that are more detailed would be necessary. A formal application for this <br />project would include a public hearing, Planning Commission review, and City Council <br />approval. Because assisted - living /nursing home uses are not currently permitted in the B2 <br />District, an application for this use would include a Zoning Code Amendment. <br />Based on preliminary discussions with the developer and property owner, as well as review of <br />the submitted documents, Staff has the following observations related to the proposed use of the <br />site as a senior housing facility: <br />• High density residential has been identified as an appropriate use in the B2 District, and <br />this project would qualify as such; however, the activity generated on this site would <br />certainly be less as an assisted - living facility versus other types of residential. <br />• While reuse of the existing building may not be considered ideal in terms of carrying out <br />the goals of the Guiding Plan, based on the two proposals the City has had to -date it <br />seems that the private market is not finding it feasible to demolish and rebuild at this <br />time. <br />City of Arden Hills <br />City Council Meeting for May 4, 2011 <br />IlMetro- inet. uslardenhills\Planning\Planning Cases12011111 -007 - Select Living Concept Review105 -04 -11 - PC - Select Senior Living Concept <br />Review - Memo.doc Page 3 of 4 <br />
