ARDEN HILLS CITY COUNCIL — June 27, 2011 13 <br />7.A. Planning Case 11-011 — Select Senior Living PUD & Plat (continued) <br />Councilmember Werner stated the park dedication fee should be collected for the Park <br />Improvement Fund since this account is in the negative. <br />Councilmember Holmes stated the idea of having money available for the B -2 District <br />streetscape project was appealing. <br />Mayor Grant stated a final decision did not need to be made at this time. <br />Mr. Davidson stated he had requested the alternative method in lieu of the park dedication to <br />delay the payment until the B -2 District had been developed further. His thought was this money <br />could be used to develop the City's monument or gateway on the corner of the property. This <br />could provide a more signature feature for this corner. He stated the fees would be assessed <br />against Lot 2 of the property. <br />Mayor Grant stated the City will have to transfer money either to the Park Improvement Fund or <br />it could transfer this amount to a separate fund for the B -2 District streetscape project. <br />Councilmember Holden stated the City may not use these funds for the corner only and does not <br />want to be restricted to this use. <br />City Administrator Klaers stated it would be cleaner if the City collected the park dedication fee <br />as the Code is written. <br />Councilmember Holmes suggested the Council not finalize this element of the development <br />agreement at this time. <br />Mayor Grant stated the issue of the sewer grinder should be resolved. There have been problems <br />in the past with Presbyterian Homes and sewer backups. He does not want this same situation to <br />occur and would like to have the sewer grinder installed before the building is occupied. <br />Councilmember Holmes asked how this recommendation had been previously changed. <br />City Planner Beekman stated the recommendation was changed to allow the Public Works <br />Director flexibility in further negotiations with the developer regarding the installation of the <br />sewer grinder and to review the cost benefit analysis. <br />Public Works Director Maurer stated the developer had requested costs for this item and he had <br />not received this information prior to the Council meeting. He is expecting this information <br />before the end of the week. The developer would like to know what the costs and options are for <br />installation before he agrees to have this done. At this time the City is assuming that a sewer <br />grinder is needed and this is why it is being recommended. <br />City Attorney Filla stated this could be further discussed with the development agreement. <br />
