� <br />EN HILLS <br />MEMORANDUM <br />DATE: July 25, 2011 <br />TO: Honorable Mayor and City Councilmembers <br />Patrick HIaers, City Ad�ninistrator �,�� <br />FR�M: Ter Maurer Public Works Directar � <br />r3' ' � <br />SUBJECT: Pnblic Works Facility - Floor Drain and Heat Installation <br />Back�round <br />At the Januaty 18, 2011, Council work session the potential of adding infra-red heat and <br />a floor drain to the portion of the Public Works facility that wau�d be considered cold <br />storage was discu�sed. As indicated at ihat Council work session, ihere are two reasons <br />for �liis to be considered. First, the area is not actually used as cold starage but rather as a <br />warlcing area. Many pieces af equipment frorn one-ton tr-�.�cks and smaller are kept in this <br />a�rea at a�� txrnes. Tk�ere xs a significan# amaunt of work done in this area from welding to <br />a�ual zxaaintenance on sum.xn.ex equipment in the wir�ter months. As such, Public Works <br />staff are working with no gloves az�d often kz�eeling or lying an the concrete floor. The <br />second �eason for this change is safety. Because equipment that is used daily in the <br />winter months is stored each night in this area there is always water on the floor due to <br />snow and ice mel�ng. Both a Safe Assure mock OSHA inspection and a review by the <br />Ciiy's League of Mizanesota Cxties Loss Contrfll Specialist noted this as a safety factor. <br />Since the J'anuary work �ession, stafF has been working wath Bxuce Christoffersan, <br />Ra�r�.sey Cou�ty Buxlding Se�rvices Manager, regarding how this change could be <br />i�nplemeniecl and ihe overall effect it would have on the City's annual operating ex�ense <br />lease. Bruce has indicated there az�e two ways ihe work could be accomplished. They are <br />as foliows: <br />1. The City could do their own design a�d hxre their own contractor with both <br />subject to tk�e County's review and approval. The Co�nty has certain contractor <br />requirements xegaxd'zng lacensing, bandir�g, and insurance. The County would <br />prefer a union contractor since znost ernp�oyees working in the 3�uilding are union <br />members.
