Findings of Fact <br />The Plaiuiing Commission offers the following seventeen findings af fact for the City Counci�'s <br />consideration <br />Generul Findings: <br />L The applicant is proposing to construct a 192 square foot digital scoreboard. <br />2. Mound.s View High School operates under a Conditional Use Permit in the R-1 Zoning <br />District. <br />3. Athletic fields and accessory equipment are permitted under the original CUP for <br />Mounds View High School. <br />4. The scoreboard vvould be lacated approximately 460 �eet fram the rear property line. <br />5. The proposed applicatiorz will not exceed the lot coverage limiis for the property. <br />6. The proposed applicaiion �neets all setback requirements. <br />7. The applicant is not proposing to remove any vegetation frorn the site. <br />4n the Conditional Use Permit Amendment: <br />S. The proposed project is not expecied to have any significant impact on traffic or parking <br />conditions since no change in the school population is e�pected. <br />9. The proposed project will not produce any permanent noise, glare, odors, vibration, <br />smoke, dust, air �ollution, heat, liquid, or solid �craste. <br />10. The proposed project will not impact storm water runofi since impervious suz�ace is not <br />significarrtly in.creased and no grading is taking place. <br />ll. The proposed. project is not expecied to have any impacts on school population ar <br />density. <br />12. The proposed project will not irnpact visual and land use compaiibility with surrounding <br />land because of the great distance between the location of the scoreboard and the nearest <br />property. <br />13. The park dedication fee is not applicable to this application. <br />14. The proposed project does not conflict with the City's Comprehensive Plan ar the intent <br />of tiie Zoning Code. <br />On the Tjariance Request: <br />15. The proposed project is in harmony with the puipose and intent of �e Zoning Ordinance <br />because scoreboards are permitted accessoary uses with athletic fields. <br />16. The proposed project is consistent with Comprehensive Plan because �he property in <br />question is guided for its cu�xent and proposed use as a high schoal. <br />17. The proposed praject is reasonable because scoreboards are addressed in the Code as <br />reasonable uses with educational athleiic facilities. <br />1$.
