The proposed projeci does not conflict with the City's Comprehensive Plan or the <br />intent of the Zoning Code. <br />On the Variance Request: <br />15. The proposed project is in harmor�y with the purpose and intenf of the Zaz�ing <br />Ordinance because scoreboards are permitted accessory uses with athletic f elds. <br />lb. The proposed project is consistent with Comprehensive Plan because the property in <br />question is guided for its current and proposed use as a high school. <br />17. The proposed project is reasonable b�cause scareboards are addressed in the Cade as <br />reasonahie uses with educational athletic �acilities. <br />18. The property is unique because of its size, tt�e considerable setback from adjacent <br />properties, arid its use as a high school in a residential district. <br />19. The praposed project will not alter the es�ential character af the locality because ihe <br />scoreboaxd will be located 460 feet from the nearest adjacenf property. <br />City Planner Meagan Beekman stated based on the submitted plans and findings of fact; Staff <br />recommends approval of Planning Case #11-020 for a Conditional Use Permit Amendmen� <br />to construct a scoreboard on the north side of the existi�g ba�eball field at Mounds View <br />High Schoal. The recommendation for approval is subject to the fol�owing four conditions: <br />1. The appiicant shall continue to ab�de by the conditions of all previous permits and <br />reviews. <br />2. The project shall b� completed in accordance with the plans submitte�. as amended by <br />the conditions of approval. Any significant changes to these plans, as determined by <br />the City Planner, shall require review and approval b� the Plan�ing Comtnission. <br />3. The applicant shall obtain all necessary pernuts from the City. <br />4. The applicant sha11 abtain all necessary permits from the Rice Creek Watershed <br />District, MPCA, and other governmental entities and provide the City wi.th copies of <br />such permits prior to the City Fssuing any building pern�.its. <br />Chair Larson opened the floor to Commissioner cornment,s. <br />Commissioner Hoiewa asked to see the location picture and asked where north was in the <br />picture. City Planner Meagarz Beekman indicated the Iocation on the picture. <br />Commissioner Holewa asked if the scoreboard would be lighted towards the nearest <br />home. City Planz�er Meagan Beekman stated Maunds View High School only has <br />daytime garnes. <br />Commissioner Zimmez�z�an asked if the lights were LED. City Planner Meagan <br />Beekman stated they are. <br />Mr. Robert Madison, Activities Director at Mounds View Higl� School appeared before <br />the Commission. He siated with the grade of the houses nearby it would be difficult for <br />
