Highway 96 <br />Arden Hills, MN 55112 <br />CONDITIONS FOR MUNICIPAL CONSENT FOR RECONSTRUCTION OF THE RAMSEY <br />COUNTY STATE AID HIGHWAY (CSAH) 96 / MINNESOTA TRUNK HIGHWAY (TH) 10 <br />INTERSECTION <br />Dear Mr. Klaers: <br />At the September 26, 2011 Arden Hills City Council meeting, the Council passed <br />Resolution No. 2011-048, disapproving municipal consent for the reconstruction of the <br />CSAH 96lTH 10 intersection. This resolution listed four conditions to be met before <br />municipal consent is granted. We believe that the conditions have now been met, as <br />summarized below: <br />►i <br />� <br />0 <br />0 <br />We applied for a sunset date extension that was approved by the Metropolitan <br />Council Transportation Advisory Board's Funding and Programming Committee on <br />October 20'h. This extension will allow the project letting to be moved to 2013, thus <br />ensuring that Lexington Avenue and CSAH 96 will not be closed in the same year. <br />The Minnesota Department of Transportation (MN/DOT) has re-analyzed the noise <br />analyses that were done on TH 10 and concluded that no length or height wall will <br />meet the threshold for cost reasonableness for residences in the southwest quadrant <br />of CSAFi 96 and TH 10. A copy of the MN/DOT letter is enclosed. <br />MN/DOT designers have confirmed that the retaining wall between lakeshore Place <br />and Old Highway 10 (CSAH 76) can support the higher "glare screen" type of traffic <br />barrier. This barrier has approximately 56" of its total height of 63" above ground <br />after construction. In addition, since there will be a boulevard approximately 15'-16' <br />wide between Lakeshore Place and the barrier, there should be ample space for <br />landscaping to screen the barrier after construction while maintaining space to store <br />plowed snow. <br />Ramsey County will include the properties in the northeast quadrant of I-35W and <br />CSAH 96 in its contracts for appraisal and acquisition services for the project so that <br />the noise wall there can be configured to accommodate future interchange <br />improvements and maximize noise reduction at adjacent properties. The County�will <br />not condemn these properties to facilitate the acquisition, but will negotiate to <br />achieve a suitable settlement without the use of eminent domain powers. <br />
