There is simply not <br />enough density of residences to meet the cost effectiveness threshold. <br />We would also like to clarify that even i� this project could use the new FHWA/MN/DOT noise <br />policy,(which it cannot) it would not allow vacant lots to be included in noise analyses unless a <br />building permit has been issued.
