City of Arden Hills Chapter 10 Utilities <br />county auditor the amount due, together with the legal description of the <br />premises served, and the City Administrator, in so certifying, shall add to the <br />amount as a separate item, in addition to the delinquency penalty hereinbefore <br />provided, an additional delinquency penalty of eight (8%) percent of the <br />original unpaid amount, inclusive of any previous delinquency penalty. The <br />county auditor shall enter the amount as part of the tax levied on the premises <br />to be collected during the ensuing year. No additional delinquency penalties <br />shall be added to unpaid bills after certification to the county auditor as <br />provided in this subdivision. To avoid imposition of this additional <br />delinquency penalty, payment in full of the unpaid water bill and the original or <br />previous delinquency penalty must be received by the City Administrator no <br />later than February 28, May 31, August 31 and November 30. <br />1000.21 Meters and Hydrants. <br />Subd. 1 Meter Required. No person shall use water from the water system or permit water to <br />be drawn from the system unless the water is metered by passing through a meter supplied or <br />approved by the City. This requirement shall not apply to water withdrawn by authorized City <br />employees acting on City business or to water withdrawn for use in fire-fighting. Unless <br />authorized by the City Administrator, no person shall connect, disconnect, take apart or in any <br />manner change or cause to be changed, or interfere with any such meter or the action thereof. <br />Subd. 2 Maintenance and Replacement of Meters. The City shall maintain and repair all <br />meters and, when rendered unserviceable through ordinary wear and tear, the City shall replace <br />them. However, where replacement, repair or adjustment of any meter is rendered necessary <br />by the act, neglect, including damage from freezing, hot water backup, or carelessness of the <br />owner or occupant of any premises, any expense caused the City thereby shall be charged <br />against and collected from the water consumer. <br />Subd. 3 Meter Accuracy Testing. A consumer may have his or her meter tested for accuracy <br />by making written request therefor and depositing the amount set out in the fee schedule <br />appendix to this code with the City Administrator at the time the request is made. In the event <br />the test shows an error of over five (5%) percent of the water allegedly consumed, the deposit <br />shall be refunded to the consumer and a correctly-registering meter shall be installed, with the <br />bill to be adjusted in accordance with the corrected reading. If there is no error or the error is <br />less than five (5%) percent, the deposit shall be retained by the City. Any adjustment shall not <br />extend for more than one billing period before the date of the request for test. The deposit <br />charges for meter testing shall be as established from time to time in a resolution adopted by <br />the Council. <br />10 -11 <br />Adopted December 17, 2001 <br />
