City of Arden Hills Chapter 10 Utilities <br />1000.22 Fire Hydrants. <br />Subd. 1 Use of Fire Hydrants. No person shall operate fire hydrants or interfere in any way <br />with the water system without first obtaining a permit to do so from the City Administrator, <br />with the exception of authorized City employees on City business or fire-fighting personnel. <br />Permits may be issued by the City Administrator in accordance with the following procedure: <br />A. A permit to use a fire hydrant shall be issued for each individual job or <br />contract, for a minimum of thirty (30) days and for any additional thirty (30) <br />day periods as the City Administrator shall determine. The permit shall state <br />the location of the hydrant and shall be for the use of that hydrant alone, except <br />as otherwise specified in the permit. A City supplied meter and valve shall be <br />used at all times while a hydrant is in use. Hydrants shall be left in the fall <br />upon position with the flow controlled by the meter valve. <br />B. The applicant for a permit shall make an advance cash deposit in the amount <br />established by Ordinance adopted by the Council. T`he purpose of the cash <br />deposit is to guarantee payment for water used and to cover any breakage or <br />damage to the hydrant or meter. Such deposit shall be refunded upon <br />expiration of the permit, after deduction for any applicable charges for water <br />consumption or damage. <br />C. The user shall pay a rental charge based both upon the time of use and the <br />gallons of water used. This rental charge shall be established by Ordinance <br />adopted by the Council. <br />Subd. 2 Hydrant Rentals. <br />A. Owners of private property on which fire hydrants are located shall pay an <br />annual standby charge, the amount of which shall be as established by <br />Ordinance adopted by the Council. This charge shall be a specified amount per <br />hydrant. In addition, if the City installs a hydrant on private property at the <br />request of the owner, the owner shall be charged the actual cost to the City of <br />materials and labor for the installation. <br />B. This charge shall not apply to a hydrant installed in the usual manner on <br />boulevards or street right-of-ways, but only to those installed on private <br />property. <br />1000.23 Permits Required for Private Use of Water Towers. No person shall install any radio antenna <br />or aerial on, or in any way use, any municipal water tower for private use without first obtaining a <br />permit from the Council to do so. <br />10 -13 <br />Adopted December 17, 2001 <br />
