City of Arden Hills Chapter 10 Utilities <br />Sewer System or, in the alternative, at the property owner's sole expense and cost, the property <br />owner shall install and maintain traps, grinders, and/or interceptors within that portion of the <br />private sanitary sewer line which connects to the Municipal Sanitary Sewer System. The <br />notice shall be sent by certified mail. If the property owner fails to discontinue or cause to be <br />discontinued the practice of discharging objectionable materials into the Municipal Sanitary <br />Sewer System or fails to install and maintain traps, grinders and/or interceptors, the City may <br />assess the costs incurred by the Ciry for excessive maintenance or repairs to the Municipal <br />Sanitary Sewer System, and may pursue other legal or equitable remedies against the property <br />owner. <br />1010.09 Accidental Discharges. Section 5-15 of Article V of the Sewage and Waste Control Rules <br />and Regulations for the Metropolitan Disposal System, is incorporated and adopted herein by <br />reference and shall be applicable to any and all accidental discharges of prohibited waste into the <br />sanitary sewer system of the City which either directly or indirectly eventuates in such prohibited <br />waste flowing into the metropolitan disposal system. <br />1010.10 Construction Requirements. <br />Subd. 1 General. Those provisions of the state plumbing code, as contained in the building <br />code of the City, which apply to the construction, alignment, grades, j oints and connections of <br />sewers and materials used therewith are hereby adopted by reference and made a part of this <br />code as if set out here in full. <br />Subd. 2 Use of Old House Sewers. Old house sewers or portions thereof may be approved for <br />use by the plumbing inspector. The plumbing inspector may request that the old sewer be <br />excavated for the purpose of facilitating inspection. No cesspool or septic tank shall be <br />connected to any sewer connections. If any portion of a house sewer is laid across or over any <br />existing cesspool or septic tank, the cesspool or septic tank shall first be pumped clean and <br />filled with earth to the surrounding ground level. Where a connecting sewer is laid across or <br />over any existing cesspool or septic tank, only extra heavy cast iron soil pipe, conforming to <br />the A.S.T.M. Standard Specification A-74-42, shall be used for that portion of the connecting <br />sewer which is laid across or over the existing cesspool or septic tank. <br />Subd. 3 Connections at "Y" Only. Every connecting sewer shall be connected to the <br />municipal sewer system at the "Y" or sewer connection stubs designated for the property <br />served by the connection, except where otherwise expressly authorized in writing by the <br />plumbing inspector. Connections authorized by the plumbing inspector shall be made only <br />under his or her direct supervision and in the manner as he or she may direct. <br />Subd. 4 Tunneling. Tunneling for distances of not more than six (6) feet shall be permissible <br />in yards, courts or driveways of any building site. When pipes are driven, the drive pipe shall <br />be at least one size larger than the pipe to be laid. <br />10 -17 <br />Adopted December 17, 2001 <br />
