r <br /> ,-A ZEEN HILLS <br /> MEMORANDUM <br /> DATE: November 28, 2011 <br /> TO: Honorable Mayor and City Councilmembers <br /> FROM: Patrick Klaers, City Administ7ra�v <br /> SUBJECT: TCAAP/Stadium Proposal // <br /> At the October 24, 2011, City Council work session meeting, the City Council discussed the <br /> Arden Hills stadium proposal and considered whether the City Council would be in favor of a <br /> resolution in support of the stadium proposal. At the November 14, 2011, City Council meeting, <br /> the Council directed staff to begin drafting a resolution of support. At the November 21, 2011, <br /> City Council work session meeting, the City Council reviewed a draft resolution and offered <br /> comments and suggestions. The Mayor directed staff to place the resolution of support on the <br /> • agenda for the November 28, 2011, City Council meeting. <br /> The draft resolution addresses the history of the site, previous attempts at remediation and reuse, <br /> and the benefits of the proposed stadium project. The draft resolution bases the City's support of <br /> the stadium proposal on two expectations: <br /> 1. The City of Arden Hills will have a seat on any stadium authority or governing board that <br /> is created to own, manage, and/or operate the stadium facility, and <br /> 2. Any stadium proposal will include provisions requiring the costs of public safety on <br /> game and non-game days be paid by the Minnesota Vikings or the stadium authority, <br /> either directly or through payments in lieu of taxes. <br /> Because the stadium property will be exempt from property taxes, it is critical to the City and its <br /> financial security that public safety costs be paid by the users of the stadium facility. <br /> Senate Hearings <br /> The Senate Tax Committee and Local Government and Elections Committee will hold a joint <br /> hearing on Tuesday, November 29, 2011, at 9:00 a.m. in Room 15 of the State Capitol. The <br /> hearing will be focused on potential stadium sites. Ramsey County and the City of Arden Hills <br /> will make a presentation at that hearing. According to the agenda for the November 29 hearing, <br /> presentations will also be made by the Metropolitan Sports Facilities Commission, the Minnesota <br /> Vikings, and the City of Minneapolis.
