� <br />EN HILLS <br />MEMORANDUM <br />DAT�: December 12, 2011 <br />TO: Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />FROM: Meagan Beekman, City Planner '� <br />SUBJECT: 2012 Curbside Recycling Fee <br />Background <br />The Arden Hills recycling program includes the weekly curbside recycling program and <br />the twice annual community cleanup event. The curbside recycling services are provided <br />by Eureka Recycling. The community cleanup events are operated in conjunction with <br />the City of Shoreview. The recycling budget is an enterprise fund that receives revenues <br />from the annual household fee that is applied to the property taxes and from the SCORE <br />grant provided by Ramsey County. Most of the expenses are from the services provided <br />by Eureka. Since there are no other dedicated funding sources, the revenue must be <br />balanced with the expenses. <br />For 2012, the per household fee charged by Eureka Recycling for curbside recycling <br />services is expected to increase by 3 percent based on the anticipated change in the <br />Consumer Price Index (CPI) from the Minneapolis Federal Reserve for the Upper <br />Midwest. <br />Although the base fee from Eureka is expected to increase, the annual curbside recycling <br />fee per household is proposed to remain the same from 2011 to 2012 at $40.65. The <br />reason that an increase is not needed is because the actual revenue sharing received from <br />Eureka Recycling was significantly higher than anticipated in 2011, and it is anticipated <br />that the current revenue share received will remain stable in 2012. <br />Staff is proposing that the $1.40 annual fee for each housing unit that is not part of the <br />curbside recycling program, which includes Cottage Villas, Hunter's Park Condos, <br />Parkshore Apartments, and Arden Manor, be increased to $2.00.
