("Kimley-Horn" or "Consultant") is pleased to <br />submit this letter agreeinent (the "Agreement") to the City of Arden Hills <br />("Client") for providing engineering services to assist the City with preliminary <br />and final bridge design and permitting for tl�e replacement of Bridge 4627, Old <br />Snelling Avenue over Lake Josephine Discharge Channel near Trunk Highway S l <br />(TH 51). <br />Project Understanding <br />Kimley-Horn assisted the City in pXeparing a preliminary project report for the <br />segment of Old Snelling Avenue from County Road E to TH 51 that is in need of <br />improvement. The roadway segment is a State Aid roadway and is approximately <br />4,300 feet long and lies within a 200-foot right-of-way. Bridge 4627 is located at <br />the south end of the project near TH 51. Bridge 4627 is a concrete slab bridge <br />spanning 20-feet over a drainage ditch and was constructed in 1926 and the <br />st►ucture is load posted. The structure crosses the Lake Josephine Discharge <br />Channel that flows to Lake Johanna. Annual safety inspections of the structure <br />have been provided by Ramsey County with the last inspection completed in <br />November 2011. <br />We understand the improvements wilt include removal of the existing structure <br />and construction of new box culverts that meet 1VInDOT State Aid design <br />requirements. We understand the new structure must have sufficient width to <br />accommodate the State Aid roadway section as well as a trail adjacent to the <br />roadway.
