.� <br />-��HILLS <br />MEMORANDUM <br />DATE: December 12, 2011 <br />TO: Honorable Mayor and City Councilmembers <br />Patrick HIaers, City Administrator <br />FROM: Terry Maurer, Public Works Director <br />SUBJECT: Old Snelling Bridge Pr�posal <br />Kimley-Horn and Associates <br />Back�round <br />In December 2010, the City prepared a Preliminary Scoping Document to look at <br />potential upgrades to Old Snelling Avenue between County Road E and TH 51. Kimley- <br />Horn and Associates were chosen from the proposals received to complete the <br />preliminary analysis on the bridge at the south end. Their preliminary analysis of the <br />bridge and estimated replacement cost is contained in the memo dated October 15, 2010, <br />and a copy is attached to this memo (Attachment A). <br />Generally, every bonding year the State legislature authorizes bridge bonding to help <br />defer the construction costs of bridges on local and county road systems. Currently a <br />bridge such as the one on Snelling Avenue can apply for up to half the construction cost <br />from this program. In order to apply, the bridge plans must be complete and approved by <br />the State Aid Office at Mn/DOT. Preparing bridge plans can take over a year due to the <br />hydraulic analysis that must be completed and approved by sometimes numerous <br />agencies. <br />At the October 24, 2011, Work Session, regarding transportation issues, the City Council <br />directed staff to work with Kimley-Horn on a proposal to complete the next step in the <br />bridge replacement process which is preparation of final plans so the City may apply for <br />bridge bonding monies for the construction. Attached is a proposal from Matt Jensen of <br />Kimley-Horn for these services. <br />The scope of services covers all services needed to prepare final plans and have them <br />approved by Mn/DOT and all work needed for the required permit applications.
